  7.         These rules are more Guidelines than written in stone.
  8.  They are flexible in that if need be, they can be waived or
  9.  modified on a case by case basis.
  10.         You must be a FREE bbs to echo Alternet.

  13. INTRODUCTION:
  14.  
  15. Welcome and thank you for downloading the Alternet Information Package.
  16.  
  17. Alternet is a network dedicated to providing a method of exchanging
  18.    ideas, meeting people, and learning about the world around
  19.    us.
  20.  
  21. The guidelines which follow were written solely as a means of
  22.    providing a basic foundation for the net, and to keep information
  23.    flowing. If you have any questions feel free to send a message to
  24.    the Net Coordinators
  25.  
  26. Thank you again for looking into Alternet and we eargerly await the
  27.    chance to talk to you and your users.

  30. BASIC DEFINITIONS:
  31.  
  32.         Distrabution Point    A BBS that acts as a "Reginal" Hub
  33.                               Refered to as DP hereafter.
  34.  
  35.         Hubs                  Hubs call the Distrabution points for mail,
  36.                               and feed mail to one or more Nodes/Hubs
  37.                               There are two types of Hubs, Full and Partial. 
  38.                               Full hubs carry all Alternet conferences, 
  39.                               Partial do not.
  40.         
  41.         Nodes                 A BBS that does not feed any other BBS's
  42.  
  43.         Net Host              The Level 0 BBS who acts as the Host for the
  44.                               Network. Refered to as NH hereafter
  45.  
  46.  
  47.     Net Coordination Team     A Group of Sysops and users who act as a
  48.                               coordination team for Administrative paper-
  49.                               work. Refered to as NCT hereafter.

  53. APPLICATIONS:
  54.  
  55.  
  56. Generally, having your BBS accepted for node status in Atlernet is as
  57.    simple as submitting a Node Information Sheet. To be accepted
  58.    all you must do is:
  59.  
  60.         Express a desire to echo the Net
  61.  
  62.         Agree to abide by the few guidelines we do have
  63.  
  64.         Fill out a Node Information Sheet (should be included here!)
  65.  
  66.         Find a BBS that will echo to you and start having fun !!!
  67.  
  68. We realize that problems might arise from time to time between BBS's
  69.    The is why we have the policy that if one Hub can not/will not
  70.    pass mail to you, find any other that will. DENIAL BY ONE BBS
  71.    DOES NOT MEAN YOU CAN NOT ENJOY THE NET. If a Hub turns you down,
  72.    you have the option of asking another Hub.
  73.  
  74. Once you have sent your Node Information Sheet to your intended Hub
  75.    Please be understanding in this as sysops have problems too, if you do not
  76.    hear an answer within this time, just leave a message to the BBS
  77.    sysop and they will be back with you as soon as possible.

  79. If a Hub should turn you down, the BBS sysop is required to state the
  80.    reasons for denial to the NCT explaining why.

  83. MAIL RELAY SOFTWARE:
  84.  
  85. Alternet does not require any particular form of message format or relay
  86.    software. Member systems currently use QWK.
  87.    BBS's are free to work out those arrangements that best suit their
  88.    needs.

  91. SYSOP RESPONSIBILITIES:
  92.  
  93. Member BBSes should make these guidelines available to those users who
  94.    will be participating in ALternet conferences. This can be as a logon
  95.    screen, a bulletin, or a file. This will help avoid confusion on
  96.    the part of new users and help the net flow smoothly. A list of all
  97.    conferences available on Alternet should also be posted so users will be
  98.    aware of any conferences not carried by your BBS.
  99.  
  100. Sysops are responsible for the users of their BBS. Please encourage
  101.    your users to follow the guidelines
  102.  
  103. Hubs and DP's in turn are responsible for the actions of the Nodes
  104.    (BBSes) echoing from them.
  105.  
  106. All members are asked to keep a current Alternet Information Package
  107.    available for download from their BBS.
  108.  
  109. All member BBSes are requested to carry  Alternet Admin
  110.    conferences. Some Hub's, or DP's may also require that you echo a
  111.    number of conferences such as Hub/DP Admin or such.
  112.  
  113. Taglines for BBSes should be along the following guidelines.
  114.  
  115.         AlterNet * <BBS name> * <City & State> * <BBS phone number>.
  116.  
  117.    It is understood that some net/relay software may make this
  118.      impossible, we only ask that you do your best.
  119.  
  120. Please insure that the Host Tagline inserted by your system
  121.    matches the tagline used by your Hub. This can be very
  122.    important in tracking down any problems in the relay process.
  123.

  125. HUB/DP RESPONSIBILITIES:
  126.  
  127. Hubs and DPs will be responsible for processing any request to echo TTN. The
  128.    acceptance or denial of any individual request is totally at the
  129.    discretion of the sysop of that particular Hub. We do ask that the
  130.    Hub take no longer that 3 days to reply to a request, even if it is
  131.    merely to inform the requesting BBS that you are working on it. We
  132.    do understand that there will be times when this is not possible
  133.    (vacations, sickness, etc) If a Hub refuses to Echo to a particular
  134.    BBS, they must forward a message to the Net Coordination Team in
  135.    Net Admin Conference explaining their reasons why. This is to
  136.    alleviate any prejudices against anyone. We do understand that a
  137.    Hub may have moral reasons not to Echo to an applicant, but Prejudice
  138.    will not be tolerated.

  140. Once approved, Hubs should pass the Newly processed Node Information
  141.    Sheet up to the Node Coordinator for its inclusion into the latest
  142.    Node List.
  143.  
  144. It is suggested that all Hubs arrange a schedule for its mail runs, using
  145.    such software as will insure that the BBS is available to the Nodes at
  146.    the times agreed upon.
  147.  
  148. Any Hub that plans to stop echoing Alternet should assist their Nodes in
  149.    finding another Hub, and provide a fair advance warning. (as possible)
  150.

  152. The Net Coordination Team:
  153.  
  154. The group that provides administrative housekeeping to help the net stay
  155.    running smoothly. It is comprised of Four to Six individuals, plus
  156.    the Net Host.
  157.  
  158. Selection of the team is by volunteering for an opening, and approval by
  159.    the Net Host and the other NC Team members. If more than one person
  160.    volunteers for an opening, a run-off election by popular vote of all
  161.    TTN sysops will decide the outcome.
  162.  
  163. Duties of the Net Coordination Team are as follows
  164.  
  165.         Coordinate the activities of the Net to facilitate the flow of
  166.            mail
  167.         Act as arbiter between member sysops who are unable to resolve
  168.            their differences.
  169.         Review an complaints brought against a member BBS or Sysop
  170.         Maintain an up to date Conference/Moderators Listing and Hub/
  171.            Node Listings
  172.         The NC team may grant waivers to any provisions in these guide-
  173.            lines.

  176. CONFERENCES:
  177.  
  178. Conferences are the "Bread and Butter" of any network. For a network to
  179.    grow, it must offer topics which interest users, or are a source of
  180.    useful or helpful information. With this in mind, Alternet has a VERY
  181.    liberal outlook on Conferences.
  182.  
  183. Alternet makes provisions for Private Conferences as the Need arises. Private
  184.    conferences are those which are only for selected groups. An example
  185.    would be the Alternet Sysops conference.
  186.  
  187. DP/Hubs may require that Nodes pulling mail from them carry certain Local
  188.    Echo conferences such as Local/Regional Admin/Chat conferences.
  189.

  192. MODERATORS:
  193.  
  194. Moderators are an important part of any network. Without a strong
  195.    Moderator, a conference can quickly die.
  196.  
  197. The duties of the Conference moderators are as follows:
  198.  
  199.         Enforce all network Guidelines
  200.         Keep Messages on topic
  201.         Do not allow users to "Flame" others
  202.         Help the users to the best of your ability
  203.         Keep the conference going--do not let it DIE
  204.         Control message quoting--do not allow over-quoting to
  205.           get out of control.
  206.         Have fun and help others have fun.
  207.  
  208. Any Moderator having problems with a user, is requested to notify the
  209.    NC team for further action.

  213. The DREADED RULES ??
  214.  
  215. Alternet does not really have Rules, we have guidelines. We would request 
  216.    that all Net Sysops make these available
  217.    for your users as a bulletin, a logon screen, a file or any other way
  218.    available to you.
  219.  
  220.    Don't be Annoying, or be Easily Annoyed.
  221.  
  222.       No "Flaming" is allowed. Personal attacks will not be tolerated in
  223.      any Alternet conference. Any user found to be slandering others, being
  224.      abusive, discriminating against a person because of their Race,
  225.      Religion, Color, Sexual Preference, Culture, or Sex, or it they
  226.      are found to be just plain arrogant, can and may be locked out of
  227.      Alternet.
  228.  
  229.    No Illegal Activities. Any use of Alternet to promote Illegal activities
  230.      will be grounds for removal from the network.
  231.  
  232.      Users of Alternet should be advised that no attempt is made to provide
  233.      private communications capabilities. All messages placed on the
  234.      Net must be considered public and are open to all having Net
  235.      Sysop status.
  236.  
  237.    BBS ads are not encouraged, Remember that all sysops pay out of their
  238.      own pockets to echo the net. If you wish to place an Ad for a new BBS
  239.      on Alternet, please post a single message stating what conferences you
  240.      carry, not one message in each conference you carry.

  242.    Use your own judgment, If you would not like it done to you, don't do it
  243.      to others.
  244.  
  245.  
  246.    The most important guideline, what age group is to be allowed access.
  247.      That will be left up to the Sysop of the BBS. Some of the conferences
  248.      will lend themselves to Adult type conversations, so use your own
  249.      judgement. The net coordination team in any way can be held responsible
  250.      for the contents of asny message.

  254. AMENDMENTS:
  255.  
  256. From time to time, it may be necessary to make amendments to the existing
  257.    guidelines.

  261. We hope these Guidelines do not scare anyone away as that is not our
  262.    intent. Our intent is to have a place where we can all have fun
  263.    and hopefully learn something from one another.
